The customs set out to adjust the issue of empty container transportation!

In order to implement the reform requirements of “decentralization, regulation and service”, optimize the business environment at ports, and promote logistics facilitation, the General Administration of Customs has decided to further standardize and streamline the electronic data declaration requirements for inbound and outbound means of water and air transport. The relevant matters are hereby announced as follows:

1. Regarding the reporting time limit, data items, and filling specifications

Relevant enterprises should strictly follow the relevant regulations and the requirements of this announcement regarding the time limit, data items, and filling specifications (see Annexes 1 to 15) for the declaration of water and air inbound and outbound transportation vehicles to declare to the customs the electronic data of the inbound and outbound water and air transportation.
2. About simplifying the declaration of inbound and outbound ships

When entering and exiting the country, when going through the entry declaration formalities, the voyage summary, the list of non-passengers on board, and the list of non-passengers on board data items should be filled in in a standardized manner;



If there is no change in the relevant situation during the continued driving within the territory, there is no need to fill in the report.

3. Regarding the adjustment of the declaration for the dispatch of empty containers at domestic coastal ports

If an international container liner company transfers its empty containers and leased empty containers between domestic coastal ports, the person in charge of the means of transport only needs to declare the electronic data of the coastal empty container dispatch declaration to the customs of the place of transfer, instead of reporting to the customs of the place of transfer .

4. On the implementation of electronic customs clearance for inbound and outbound transportation



The person in charge of the inbound and outbound means of transport shall submit an application for customs clearance to the customs after the loading and unloading of goods and articles is completed, or the passengers have all finished loading and unloading;



If the customs review is correct, the electronic notification of customs clearance of the transportation means shall be fed back and the means of transportation shall be allowed to leave.

Inbound and outbound transportation is changed to domestic transportation and stopped after entering the country. After the goods and articles are unloaded or the passengers are all disembarked, the person in charge of the transportation shall submit the transportation to the customs for customs clearance. If the customs review is correct, the electronic notification of customs clearance of the means of transport shall be fed back and the means of transport shall be approved to be released from customs supervision.

For the means of transport imported by leasing or other trading methods, the person in charge of the means of transport shall submit an electronic application for customs clearance of the means of transport to the customs after the means of transport has completed the customs clearance procedures;

If the customs review is correct, the electronic notification of customs clearance of the means of transport shall be fed back and the means of transport shall be approved to be released from customs supervision.

V. About simplifying the declaration of ships on short-distance scheduled passenger routes

For ships on regular passenger routes in and out of the waterway with a voyage of less than 4 hours, the person in charge of the means of transport does not need to declare to the customs the arrival voyage plan, arrival forecast dynamics, entry pre-declaration form, and departure voyage plan to the customs. Declare the arrival confirmation, departure confirmation, entry (port) declaration form, exit (port) declaration form and other electronic data of each voyage, and declare the entry and exit (port) sailing plan on the day before the daily flight. Submit the electronic data of customs clearance application after the last departure (port) voyage every day.
