Just two days after the China-U.S. Presidential Meeting ended, the United States once again reversed its tone and issued a tariff threat.On November 2, U.S. Treasury Secretary Bessent said in an interview with Fox News that China has a monopoly in the field of rare earth processing. If it continues to implement control measures related to rare earth exports, the two sides may not be able to establish a "reliable partnership." The United States may restart tariff pressure at any time, and emphasized that it will use "maximum leverage" to reduce economic and trade risks with China.

Previously, China and the United States had just reached economic and trade consultation results in Kuala Lumpur, including the reduction of some tariffs on China by the United States and the suspension of maritime 301 investigation measures. However, Bessent’s statement was regarded as a repetition of the agreement.

In response, Chinese Foreign Ministry spokesperson Mao Ning responded clearly on November 3: Rare earth export controls are legitimate measures implemented by China in accordance with the law, and export applications that comply with regulations will be reviewed and approved normally.

China emphasized that threats and pressure will not help solve the problem, and called on the United States to implement the consensus reached by the two heads of state and maintain economic and trade stability through dialogue and cooperation.

Some analysts believe that the United States is worried that China will block rare earth exports because it is worried that the United States will not be able to meet China's requirements for chip exports and will be subject to China's rare earth countermeasures. If the imposition of tariffs is a threat, fear of China's counterattack is the key.

At present, it seems that rare earths have become a key bargaining chip in the economic and trade game between China and the United States. The United States is trying to pressure China to relax export controls through the threat of tariffs. Although China has adjusted countermeasures in accordance with its tariff policy against China, it has made it clear that its countermeasures against the United States under Section 301 tariffs and export controls in key areas such as rare earths will continue, and only some short-term restrictions will be suspended.
