According to the classification of the "International Maritime Dangerous Cargo Rules", lithium batteries are one of the 9 -type miscellaneous dangerous goods.



In terms of transportation, lithium batteries are subdivided into lithium batteries transported separately, lithium batteries transported with equipment, vehicles containing lithium batteries, and lithium batteries installed in freight devices.



From the perspective of product types, the above four categories are subdivided into 7 entries again. Through the corresponding UN number, we can distinguish the different product types of lithium battery goods in transportation.

2. Requirements for the transportation of lithium battery cargo



1. In the transportation of goods, lithium batteries must hold test certificates and test proofs and tests in section 38.3 of the United Nations "Suggestion Test and Standard Handbook on Dangerous Cargo Transportation".



2. Battery and battery packs should be equipped with safety devices such as safety exhaust and preventing short circuit according to requirements.



3. Lithium batteries and battery packs must meet the structure and test requirements of Chapter 6 of the International Crisis, obtain a certificate of inspection, and post an exclusive mark of lithium battery.



4. The container transportation of lithium battery goods should be packed in accordance with the relevant national standards, and a category 9 dangerous cargo signs should be posted around the container.

5. The owner and carrier of the goods must be transported after completing the report and declaration procedures of the carrier -carried dangerous cargo in accordance with regulations.



3 | my country's regulations on the export of lithium batteries



According to the relevant provisions of the "People's Republic of China Import and Export Commodity Inspection Law": The export of lithium battery goods needs to apply to the customs of the local customs for the appraisal of the packaging of dangerous goods, and the customs will issue the "Export Dangerous Cargo Packaging Appraisal Results" after the appraisal.



The "Export Dangerous Cargo Packaging Appraisal Results" is commonly known as the "Dangerous Package Certificate".There are "dangerous packages", which meets the packaging of dangerous goods required by customs supervision and international regulations, and the lithium battery cargo that meets the above requirements can be exported.

According to the requirements of international regulations, some export lithium batteries can exempt the "dangerous packages" requirements, which are mainly divided into two categories:



1. Lithium battery belonging to UN3171



That is, lithium batteries in vehicles such as electric vehicles and electric bicycles can be exempted from dangerous cargo packaging requirements.



2. Lithium battery with a battery rated capacity or lithium content less than a certain value



Specifically, for lithium metal batteries or lithium alloy batteries, the lithium content does not exceed 1 gram. For lithium metal or lithium alloy battery packs, the total lithium content does not exceed 2 grams.



For lithium-ion batteries, the ratio of Wat-Hour does not exceed 20W · h. For lithium-ion battery packs, the ratio of Wat-Hour does not exceed 100W · h.



The above battery can be exempted from the requirements of dangerous goods packaging on the basis of the special provisions of the "IMDG Code" (IMDG Code).

5 | Packaging requirements for export lithium batteries and lithium battery equipment



1. Battery or battery packs packaged in the container should take protection measures to prevent damage to the battery or battery pack due to movement or position changes in the container.The container must reach the performance indicators of class II packaging.



For those with a total heavily or equal to 12 kg, a battery or battery pack with a solid and resistant to colliding shell, and the collection of such batteries or battery packs also requires a solid outer packaging, protecting outer cover, tray or other handling equipment.Similarly, this battery or battery pack must be fixed and cannot be moved unexpectedly, and the electrode must not bear the weight of other stacked items.

2. Battery or battery packs packaged with equipment, except for its container must reach the performance indicators of class II packaging, the equipment must be fixed and must not be moved in the external container.The battery or battery pack is also fully wrapped.



3. The battery or battery pack installed in the device, in addition to meeting the previous requirements, should have measures to prevent accidents during transportation.At the same time, the battery or battery pack should be prevented from short circuit.
