Interpretation! China-ASEAN upgraded rules of origin

The General Administration of Customs issued the No. 136 Announcement No. 136 of 2019, promulgating the Measures for the Administration of the Origin of Import and Export Goods under the Customs Agreement of the People's Republic of China on the Comprehensive Economic Cooperation Framework Agreement between the People's Republic of China and the Association of Southeast Asian Nations.
On August 20th, the customs of the country officially began issuing the “upgraded version” of the China-ASEAN Free Trade Zone preferential certificate of origin.


Certificate of OriginIt is a necessary condition for goods to enjoy the preferential tariffs of importing countries in the FTA. The upgraded China-ASEAN Free Trade Agreement will further relax the standards for the identification of origin goods, and the visa operation procedures will be simplified. In particular, the rules of origin and the format of certificates of origin have been greatly adjusted, and the requirements for the filling of certificates have occurred. A number of changes.


1. The standard of origin has increased “PE” and “CTH”;
2. The certificate is printed on white A4 paper;
3. Cancel a certificate with a maximum of 20 product names;
4. The FOB amount will be displayed in column 9 of the certificate only when the regional value component standard is applied (including the requirement for the regional value component in the PSR standard);
5. The manufacturer can apply for a certificate of origin.

How to declare the origin standard if the product contains imported ingredients?

First look at the product-specific rules of origin list (PSR list).
For products listed in the PSR list, the requirements in the list should be judged. If the requirements are met, the origin standard is “PSR”. If the requirements are not met, the Chinese origin qualification cannot be obtained and the certificate cannot be issued. (Note: If the only requirement for this product in the PSR list is fully obtained, then "WO" should still be filled out)
For products not listed on the PSR list:
1. Consider whether the RVC standard is met: If the regional value component is not less than 40% of the FOB price, you can fill in the percentage of the regional value component, such as “70%”.
2. Can consider whether to meet the CTH standard: if the goods are in the "People's Republic of China Import and Export Tariff" (hereinafter referred to as "Tax"), 25, 26, 28, 29 (except 29.01, 29.02), 31 (except 31.05), 39 ( Manufacture of non-original materials under the conditions of 39.01, 39.02, 39.03, 39.07, 39.08, 42-49, 57-59, 61, 62, 64, 66-71, 73-83, 86, 88, 91-97 Or after processing, a 4-level tax classification is changed, and the origin standard can also be filled in “CTH”.
