India postponed the implementation of import and export manifests and cargo transshipment regulation

According to a statement issued by India’s Ministry of Finance, the implementation of India’s Maritime Cargo Manifest and Transshipment Regulations (SCMTR) will be postponed to September 30, 2020.

The Central Indirect Tax and Customs Commission (CBIC) has earlier clarified the requirements of the Entry Manifest (SAM) and Exit Manifest (SDM):

When the actual shipper and consignee present the import bill of lading or the consignment note LEO (Let Order Export) of the exported goods, the customs will generate the PCIN (Main Cargo Identification Number).

When the freight forwarder/integrated reposter submits the detailed information of the bill of lading (HBL) in the CSN format, the customs will generate a CSN (Cargo Summary Notification).

When the detailed information of the HBL matches the detailed information of the master bill of lading (MBL), the customs will generate the MCIN (Master Cargo Identification Number) and provide the corresponding CSN or SAM/SDM file.
