Accidents caused by improper packaging and transportation of lithium batteries have received more and more attention, and international regulatory agencies have become more stringent, increasing operating requirements, and constantly revising regulations and regulations. The "mandatory action to ensure the safe transport of lithium batteries" was listed as one of the three major initiatives urging global air cargo.



Recently, the General Administration of Civil Aviation of China put forward regulatory requirements for the UN38.3 test outline for lithium battery air transport starting on January 1, 2020.

The 2019-2020 version of the ICAO Technical Regulations for Safe Air Transport of Dangerous Goods stipulates that manufacturers and subsequent sellers of lithium battery cells or lithium batteries produced after June 30, 2003 must provide the United Nations Manual of Tests and Standards The test summary specified in Part 3, Section 38.3, paragraph 38.3.5 (hereinafter referred to as the UN38.3 test summary). This UN38.3 test summary must be available from January 1, 2020.






In addition, the 60th edition of the International Air Transport Association (IATA) Dangerous Goods Regulations also requires lithium battery transportation: starting from January 1, 2020, lithium battery or lithium battery manufacturers and subsequent distributors must provide their UN38. 3 test summary description.
