Good! Port Customs Prosecutors Commemorate Major Changes

Recently, in order to further optimize the port business environment and enhance China's cross-border trade facilitation level, the International Port Management Office has worked with relevant port management departments to study and formulate the “Measures to Improve Cross-border Trade Facilitation Level (Trial)” (hereinafter referred to as “ Measures").



The measures to improve the level of cross-border trade facilitation are as follows:

First, the import and export business of marine container cargo has realized the electronic circulation of container equipment handover orders and port handling operations.

The import and export companies handle the procedures for the handover of container equipment, the application for carrying box plans, and the settlement of expenses on a unified platform, achieving paperless operations, and reducing the time and links for document circulation.

Second, cancel the bill of lading for ocean bills of exchange.

Coordinate the promotion of import and export companies, port companies, and shipping companies to speed up the realization of electronic bill of lading. The declaration and inspection section no longer requires import and export companies to submit paper ocean bills of lading or bills of lading to the customs and inspection and quarantine departments.

Third, promote the port logistics information electronic.

The application of containerized electronic data exchange standards between port inspection entities and port and shipping companies has been promoted in customs clearance procedures such as the declaration, inspection and release of maritime container cargo. Coordinate and promote the electronic circulation of information such as ocean bills of lading, bills of lading, and packing lists (shipment lists) between customs, inspection and quarantine agencies, shipping companies, ports, and enterprises.

Fourth, accelerate the realization of inspection declaration "series" to "parallel."

Change the existing "combination" process for goods inspection and declaration, and realize the "parallel" acceptance of inspection and customs declaration. The electronic data network verification of customs clearance orders will be moved from the electronic review of single links to the release of declaration forms. If the electronic data does not match, the system will be transferred to the site for manual disposal and the disposal will be fed back to the inspection and quarantine department.

Fifth, simplify the application of automatic import licenses.

Promote the automatic import license of goods without paper, and further improve the application, inquiry, issuance and verification of automatic import licenses in the "single window" of international trade. We will study the relaxation of the time limit and number of times for the use of automatic import licenses, actively promote the online acquisition of automatic import licenses and online verification of certification results, and improve the verification procedures for automatic import licenses. Adjust the "Catalog of Automatic Import Licensing Goods" in due course.

Six, improve the accompanying paperless format standard.

Accelerate the promotion and application of customs declaration and inspection system contracts, invoices and other documents accompanying the electronic upload function, enrich the types of support documents, and widely promote the application of electronic signature technology.

7. The application of an electronic commission agent to replace the paper declaration and inspection commission agreement.

Customs, inspection and quarantine departments to achieve docking with the "single window" platform, import and export companies apply paperless commissioning module electronic authorization commission function, customs clearance link no longer need to submit paper trust agreement.

VIII. Increase the promotion of the guarantee system.

Under the premise of total tax guarantees, the efficiency of customs clearance of taxable goods will be increased.

Nine, simplifies import and exempts CCC certification to prove the workflow.

Promote online registration, on-line approval, and off-site generalization of CCC certification for inspection of imported auto parts and components or exemption from CCC certification, and accelerate inter-regional verification of CCC certification.

X. Simplify the processing of export certificate of origin.

On the basis of complying with the relevant provisions of the free trade agreement, the electronic seal of the inspection and quarantine agency shall be promoted, and the enterprise shall only need to sign and seal the application for the certificate.

Eleven, regulate and reduce the port inspection inspection service charges.

Establish a bidding system for port service companies and gradually introduce competitive enterprises. We will expand the range of government procurement and procurement of various cross-border trade and logistics service industries. Import and export companies will independently choose cross-border trade and service agencies, prohibit the use of administrative power or monopoly status in the provision of services, mandatory service fees, and fee-for-service only.

XII. Unauthorized charges for the management service enterprises at the port.

To further carry out the inspection of fees, the competent pricing department at the port shall regulate the unreasonable charges of the port management service enterprises that the enterprises have strongly reflected, and investigate and deal with various types of illegal and irregular fees and charges according to law.

XIII. Deepening the construction of "single window" in international trade.

To enrich the function of the "single window" standard edition of international trade, and to increase the application rate of cargo declaration, manifest declaration and transportation tool declaration. Supporting the expansion of the range of cross-departmental networked verification and control documents, enterprises can eliminate the need to provide duplicate documents and materials that can be checked through inter-departmental networks, and reduce the number of documents submitted by enterprises in various business links.

XIV. Promote cross-department one-time joint inspections.

Deepen the port inspection agencies to cooperate and manage, clarify the joint inspection body of the port, rely on inter-departmental information sharing and interactive platform to implement the command collision function, and overall use of regulatory facilities and equipment, and import and export consignors and their agents or their agents prepare boxes to the inspection area. The inspection units are inspected according to the agreed time and strive to make joint efforts to achieve one operation and one inspection at a time.

15. Establish an open system for assessing time-effectiveness of customs clearance at ports.

In the main shipping ports of the country, the port customs clearance assessment system was used for pilot trials to collect information on the main time points of all aspects of customs clearance, including special issues that must be disposed of in the event, and timely release of port customs clearance time.

16. Establish a public notice system for port charges.

The competent departments of the people’s governments of provinces, autonomous regions, and municipalities directly under the central government take the lead in the provincial business, traffic, and port inspection agencies to jointly establish a supervision and management mechanism for port charges, formulate a list of port charges for the region, and announce them to the public through “single windows”. No charge.

17. Establish a complaint feedback mechanism for customs clearance opinions at ports.

Coordinating port inspection units through the port site, "single window" platform announced customs service hotline, in response to the import and export companies to resolve the views and suggestions, improve corporate customs experience.

18. Continue to implement the exemption from inspection. No problem Foreign trade companies (except untrustworthy enterprises) piloting shifting warehousing costs.
