Dry goods | Temporary entry and exit goods scope and special regulations

Temporarily entering and exiting goods refers to goods that have been temporarily entered, temporarily out of the country, and resumed outbound and entered the country within the prescribed period of time.


The basic requirement for temporary entry and exit is that in addition to depreciation or loss due to normal use, it should be resumed out of the country according to the original state.(Note: Repairing items, leased goods, and entering and exit containers for loading customs supervision goods do not belong to temporary entry and exit goods.)




What are the scope of temporary entry and exit cargo?


According to the "Administrative Measures for the Temporary Temporary Entry and Exit of the People's Republic of China", the temporary entry and exit goods include:


(1) Show or use in exhibitions, trading, conferences, and similar activities;


(2) Performance and competitions used in culture and sports exchange activities;


(3) Instruments, equipment, and supplies used by news reports or films and TV programs;


(4) Instruments, equipment and supplies used in scientific research, teaching, and medical activities;


(5) The transportation and special vehicles used in the activities listed in items (1) to (4) listed in this paragraph;


(6) Goods;


(7) Instruments, equipment and supplies used in charity activities;


(8) Instruments and tools used for installation, commissioning, detection, and repairing equipment;


(9) Packaging materials for loading cargo;


(10) Self -driving transportation and its supplies for tourism;


(11) Equipment, instruments and supplies used in engineering construction;


(12) Test products, equipment, vehicles;


(13) Other temporary entry and exit goods stipulated by the General Administration of Customs.




In addition, the documents also have special regulations for the category of the above goods:


-The exhibition, trading, meeting, and similar activities-


"Exhibitions, traders, conferences, and similar activities" refers to:


1. Trade, industry, agriculture, craft exhibitions, and trading, expo;


2. Exhibition or meeting organized by the purpose of charity;


3. Exhibition or conference organized to promote science and technology, education, culture, and sports, and organize tourism activities or folk friendship;


4. Congress of International Organization or International Group Organization;


5. Monument to the government.


Note: Non -public exhibitions organized by foreign goods in stores or other business areas do not belong to the exhibitions, trading, conferences, and similar activities mentioned in these measures.

"Exhibition Products" refers to:


1. The goods displayed in the exhibition;


2. In order to demonstrate the goods used by the exhibition of the machine or appliance;


3. Set the building materials and decorative materials of the temporary booth;


4. Publicize the movie, slides, videos, tapes, tapes, manuals, advertising, discs, display equipment, etc.;


5. Other goods for exhibition display.


-Sample-


"Sample" refers to the samples of goods for display, operation demonstration, supply for ordering, and testing and testing, but excluding the same cargo that exceeds the import and export of the same shipper than the reasonable quantity.


-The equipment, instruments and supplies used in engineering construction-


"Equipment, instruments, and supplies used in engineering construction" refers to construction equipment, instruments and supplies that bring foreign parties to the China -foreign cooperation projects that bring their own entry into the country and do not need to pay for foreign payment.


-The other temporary entry and exit goods approved by the customs-


"Other temporary entry and exit goods approved by the customs" refers to the temporary entry and exit cargo that is approved by the customs that belongs to national key projects and special needs.


-Packaging Materials-


"Packaging materials" refers to the materials used to pack, protect, load or separate the cargo according to the original state, and devices for transportation, loading and unloading or stacking.
