At the port of Dayaowan Customs, which is under the jurisdiction of Dalian Customs, 75 containers of aluminum scrap slag with a total weight of 1994.48 tons were returned under the strict supervision of customs officers.

    It is understood that this is the largest batch of “foreign garbage” that Dalian Customs has returned this year. During the inspection, the Dazhaowan Customs staff found that the entry goods with the name of “copper ore” had abnormalities and were suspected of falsely reporting the name of the goods. The customs staff immediately sampled and sent the goods for inspection, and then the authoritative department confirmed that the samples were complex in composition, extremely low in copper content, and contained obvious alumina and metal aluminum crumbs, which were aluminum-containing slag and ore. Ash and residue are prohibited from importing solid waste in China.
  If the aluminum waste slag of the solid waste is piled up in the port for a long time, it will cause waste of port resources, and there are hidden dangers that pollute the surrounding environment and endanger human health.


    After the anti-smuggling department of Dalian Customs, the case was investigated. At the same time, through the communication and cooperation of various business departments on the Customs site, the company has contacted the local environmental protection department and issued the formalities for returning the goods, and required the enterprise to cooperate with the customs to fulfill the obligation to return the goods.
    In recent years, Dalian Customs has adopted a variety of means such as risk warning, data filing, and daily supervision. For the “foreign garbage” suspected of entering the country, the whole chain and all-round process are carried out from the aspects of preliminary risk research, mid-term sampling and inspection, follow-up and disposal. Supervise management.
    Since 2017, in order to safeguard the national ecological environment and the health of the people, under the overall framework of the four departments of Customs, environmental protection, public security and quality inspection, “intensive supervision and strict crackdown on 'foreign garbage' illegal special actions”, the General Administration of Customs organizes the whole country. The Customs anti-smuggling department carried out the "Blue Sky" special action, and successively implemented multiple rounds of concentrated strikes to crack down on the smuggling of solid waste.
