The regulations are subject to the establishment of a monitoring plan for all over 5,000 gross tonnage vessels entering and leaving the ports under the jurisdiction of the EU Member States and submitting a report to the EU certification body for verification units. The plan shall be in accordance with the status of the vessel, provide for the collection of the method and management procedures for the voyage information of the vessel, and the shipping company or the ship operator shall submit the monitoring plan of all the ships to the verification unit by August 31 of this year.
