Announcement on matters concerning customs supervision of the transfer of goods in and out of the sea



In order to promote the development of the port logistics industry, and regulate the customs supervision of the transit and transit of goods at the maritime port, the relevant matters are announced as follows:

1. The inbound and outbound transfer goods (hereinafter referred to as “transfer goods”) referred to in this announcement include the following three situations:

(1) International transhipment cargo that needs to be dismantled in the territory.

(2) Imported goods that are inbound with the international transshipment cargo and are unpacked in the territory.

(3) Export goods that are exported out of the box with international transshipment goods.

2. The operation of the internal demolition and consolidation of the transshipment goods shall be carried out in the customs supervision work place (hereinafter referred to as the “work place”) of the waterway transportation at the entry port, and the following conditions shall be met:

(1) The customs supervision area in which the workplace is located shall be equipped with large container/vehicle inspection equipment and radiation detection equipment that meet the customs supervision needs.

(2) The warehouse or site (hereinafter referred to as the “collection work area”) specially used for the transfer of goods in and out of the work place shall be set up in the work place, and the work area and the other areas of the work place shall be physically separated; The functional areas of unpacking, consolidation, stockpiling, inspection, and detaining shall be set up in the area. The functional areas of each operation shall be relatively independent and shall be clearly marked; the storage operation area shall be stored and classified according to the classification of goods. The ticket shall be stored separately; the cargo inspection X-ray machine or CT scanning equipment shall be arranged in the unpacking and consolidation operation function area.

(3) All operations such as the transfer and consolidation of the goods shall be completed in the collection work area.

(4) It is forbidden to store non-transfer collection goods in the collection work area.

(5) The information management system that integrates the work area and the customs network shall realize the system management and control of the operation of the goods entering and leaving the consolidation work area, unpacking, displacement, assembling, etc., and realize the transmission and exchange of electronic data in accordance with customs requirements. .

3. The relevant logistics enterprises shall comply with the "Administrative Measures on Customs Entry and Exit Vehicle Manifests of the People's Republic of China" (promulgated by Order No. 172 of the General Administration of Customs, revised in accordance with Order No. 235 and No. 240 of the General Administration of Customs) and the General Administration of Customs No. 56 of 2017, No. 93 of 2018, regarding the time limit for electronic data transmission of manifests, data items, and filling specifications, the original manifest, pre-allotment, and loading of the transit cargo are transmitted to the customs manifest management system. Electronic data such as manifests, distribution requests, and international transshipment orders.

4. If the transit goods are consolidated in the form of a general bill of lading, the “customs status code of the original bill of lading” shall be filled in as “MIX” (transfer goods), and the total bill of lading shall be divided into The "goods status code of the goods" of the bill of lading is filled in according to the actual goods status.

V. Adjust the transmission requirements of the International Transit Order Data Item, and adjust the filling conditions of the “Inbound Sub-delivery Order No.” and “Outbound Sub-delivery Order No.” from “--” to “Condition”. If the goods are consolidated into the country in the form of a general bill of lading, the international transhipment order must be filled in with the “entry subcontracting number” or “outbound subcontracting number”. The revised International Transit Order Data item is detailed in the Annex.

6. The imported goods in the transit collection goods shall be declared to the customs within 14 days from the date of declaration of the entry of the means of transport; the international transshipment goods shall be re-exported within three months, and in special circumstances, with the approval of the customs, It can be extended for three months to re-export.

7. For imported meat, aquatic products and other foods with high quarantine risks, it is not allowed to carry out transit consolidation business. For foods that allow transit collection, food safety protection requirements should be ensured, food contamination should not be caused, and products such as hazardous chemicals, waste materials and radioactive materials should not be combined.

8. In the course of the operation, the operator of the operation site shall report to the customs in a timely manner if it finds that the transit collection goods are prohibited by the State from entering or leaving the country.
