Announcement on Adjusting the Message Format of Import and Export Goods Declaration Forms

In order to implement the requirements of the State Council's "decentralization and management services" reform, further optimize the business environment, and promote trade facilitation, in accordance with the "General Announcement of the General Administration of Customs on the Implementation of the" Two-Step Declaration "Reform Pilot" (GAC Announcement 2019 No. 127 ), Our department has adjusted the declaration message format for import and export cargo declaration forms (see the attachment for the details of the declaration form message format and the amendments, and the relevant information can be downloaded from the bulletin board of the portal of the General Administration of Customs).

Enterprises that use the data exchange method to declare to the customs can generate electronic data messages to the customs according to the announcement requirements. Relevant system access, joint commissioning and testing work are in accordance with the "General Announcement of the General Administration of Customs on Opening the Client Software and Business Data Exchange Interfaces of the Customs Pre-Entry System" (General Announcement of the General Administration of Customs 2016 No. 16) and "The General Administration of Customs Issued The "Announcement on the Opening of the External Service Scheme of the Customs Pre-entry System" was handled by the General Administration of Customs (Announcement No. 20 of 2017).

This announcement comes into effect on the date of its release.
